The player reportedly demanded guarantees regarding his registration and the club was unable to provide them. Rationally, that implies that the current restrictions being imposed on Barcelona must be quite strict and their room to manoeuvre seems to be extremely limited.

Ter Stegen considering surgery for his back
However, with reportedly no offers on the table for him just yet, it seems unlikely that he will be shipped off anytime soon. Yet, if the latest update regarding him is true, there might just be another way for Barcelona to work around their financial concerns.
According to JijantesFC, Ter Stegen is currently considering to undergo surgery on his back to fully resolve his lingering back problems. If the player does ahead with this consideration and actually undergoes surgery, he would be expected to be sidelined for several months.
Barcelona could use it to register their new signing
In that case, the club could decide not to register him initially and that would reportedly open up significant space within the salary margin. Then, the club could use that salary margin to register new summer arrival Joan Garcia and possibly make some other moves this summer as well.
As for Ter Stegen, his situation at the club right now is hardly ideal. Being unable to take part in group training sessions with the rest of his teammates, his situation is getting more tense by the day with no clear resolution in sight just yet.
